An Min: Chinese Government will Take 5 Measures to Actively Promote the GMS Cooperation of Trade and Investment

On July 3, the Forum of Business Community Participating GMS Cooperation was held in Kunming, which was sponsored by the Ministry of Commerce and Yunnan Provincial government. An Min, Vice Minister of Commerce said in his speech at the opening ceremony that the Chinese government will take active measures to promote GMS Cooperation of Trade and Investment.

Mr. An Min said that in 1992, under the positive guidance of ADB, 6 countries in GMS (China, Cambodia, Laos, Myanmar, Thailand and Vietnam) launched together the GMS cooperation mechanism. Especially, after the 1st GMS leaders' meeting in Nov. 2002, GMS countries put forward 5 strategic measures of enhancing cooperation of infrastructure construction in GMS, pushing forward facilitation in transnational trade and investment etc. on the basis of equality and consultation, in a phased and sequenced manner, pursuing practical results and overall planning and all-round consideration. With the great support of ADB, the 6 countries deepened the cooperation step by step and made huge achievements in 9 areas like transportation, energy sources, telecommunication, trade, investment, tourism, agriculture, environment and human resource. Due to the all-round launching of China-ASEAN FTA and gradual deepening of GMS economic cooperation, especially, the improvement of trade and investment facilitation in GMS, markets of GMS countries will be more open, cross border trade and investment will be more convenient and economic relations will be closer.

Mr. An Min said business community was like the "engine" of GMS economic development, and it was also the major power in promoting GMS trade and investment development. He said that under the favorable environment created by GMS cooperation mechanism, business communities in 6 countries took sole advantages of themselves in capital, professional knowledge and management capacity so as to actively take part in GMS cooperation and strive for the development and prosperity of GMS economy. On the other hand, from which many enterprises developed and strengthened themselves. Mr. An Min hoped that delegates from all business communities could seize the opportunities brought by the Forum and combined with the experiences in trade and investment to hold a deep and practical discussion, to actively participate and contribute strategies to assist governmental departments to draft reasonable and effective strategy of economic development and cooperation to improve the cooperation mechanism step by step and create new cooperation types and contents.

An Min said that Chinese government highly emphasized the regional cooperation, paid much attention to mutual development of GMS 6 countries, positively supported business communities to play a more important role in GMS cooperation. The Ministry of Commerce of PRC, as the administrative department of trade and investment, will actively promote GMS cooperation of trade and investment as usual and take the following 5 specific measures:
1, Actively encourage Chinese enterprises to invest in GMS countries to set up plants through policy support and rights and interests protection to realize complementary advantages and push the development of local economies.
2, Expedite the establishment of China-ASEAN FTA, expand imports from GMS.
3, Go on providing capital for foreign assistance to support infrastructure construction in GMS and enhance capacity building.
4, keep pushing forward trade facilitation and provide good environment of trade and investment for business communities.
5, Provide chances of communication and cooperation for business communities by platforms like CECF etc.

Theme of the Forum was "Enhance Participation of Business Communities, Promote Mutual Development of GMS", centered on several topics such as "Facilitate Trade and Investment", "Improve Infrastructure Construction" and "Establish Networks".

Wang Yiming, Vice-chairman of All-China Federation of Industry and Commerce, presided the opening ceremony. Xu Rongkai, Governor of Yunnan Province, Wang Xudong, Ministry of Information Industry, Li Jinzao, Deputy Chairman of Guangxi Autonomous Region, Jin Liqun, ADB vice president, and persons in charge of Thailand and Cambodia governments gave speeches respectively. After the opening ceremony, attendants took part in the History Exhibition of Telecommunication in GMS.

Social and economic development in GMS in recent years made great strides and exchanges of trade and economy were active. Taking 2004 as the example, trade value between China and other 5 countries amounted to US$25.82 billion, 1 time more than that in 2002 with annual growth rate of 41%. Of which China's imports from other 5 countries increased from US$6.88 billion in 2002 to US$14.27 billion in 2004, the annual growth rate hit 44%; And exports went up from US$6.14 billion to US$11.55 billion, the annual growth rate reached 37%. In 2004, FDI of other 5 countries to China amounted to US$214 million, and on the other hand, China's FDI to them kept a steady growth.
